HR and Operations Director

About the Role

The Carolina Federation is seeking a full-time HR and Operations Director to oversee human resources and drive operational efficiency while managing staff performance, compliance, and talent development. This position will play a critical role in building out strategies and systems for our growing organization. The HOD will be an internal organizer: assessing organizational needs and dynamics in ways that lead to solutions that enable greater collaboration, equity, efficiency, compliance, and dynamism across the organization. The HR and Operations Director (HOD) reports directly to the Chief Operating Officer (COO), supervises an Administrative Manager, and manages external relationships that includes organizational insurance and health insurance brokers.

Key Responsibilities

HR and Organizational Culture:

  • Support and guide managers to effectively implement people-centered hiring, onboarding/offboarding, and performance management processes in alignment with organizational values and systems.
  • Develop and steward holistic, equity-based HR systems and practices, including employee classification, compensation structures, job descriptions, and salary administration across base and variable pay.
  • Lead and oversee performance management systems and processes, including evaluations, feedback practices, and manager support.
  • Oversee onboarding and offboarding processes to ensure consistent, values-aligned staff transitions.
  • Support the Executive Team in handling and resolving employee relations issues in accordance with employment law and organizational values, in consultation with legal counsel as needed.
  • Collaborate with the Executive Team on organization-wide staff culture, training, and professional development.

Operations Management and Organizational Effectiveness:

  • Supervise the Admin Manager to lead and implement organizational systems and processes across HR and operations functions; and collaborate with the operations team and relevant staff to maintain systems and processes
  • Oversee organizational accounts and vendor relationships, and support the implementation of new systems and tools across HR and operations.
  • Maintain and expand operations documentation and administrative guidance to ensure internal systems are clear, accessible, and effective.
  • Own organizational insurance coordination, including renewals, broker relationships, single-event coverage, and identifying gaps or vulnerabilities and proposing corrective action.
  • Oversee implementation of health, safety, security, and disaster preparedness protocols.

Policy, Compliance, and Risk Management:

  • Work with the COO to research, develop, implement, and continuously refine organizational policies, procedures, and guidance documents, incorporating employment law, best practices, and input from staff to ensure equity and alignment.
  • Work with the COO to ensure legal compliance of HR systems and activities, identifying risks and proposing corrective action.
  • Ensure systems and policies are aligned and effectively implemented across a multi-entity organizational structure.
  • Partner with the COO and management to disseminate, implement, and enforce organizational policies and standards, including providing clear guidance to managers and ensuring policies are upheld equitably across the organization.

Organizational Leadership and Movement Alignment:

  • Act as an internal organizer, assessing organizational needs and translating them into systems and solutions that strengthen collaboration, equity, and effectiveness.
  • Engage in experiential learning and formal training related to human resources, operations, organizational development, and leadership. Learning from history and comrades through the study of transformative multiracial and Black-led movements, powerful organizing, and effective leadership.
  • Build and maintain relationships with aligned operations teams and leaders of other organizations, contributing to broader movement capacity.

Qualifications

We are seeking candidates who excel in designing and managing HR and operational systems, building strong cross-functional relationships, and translating organizational needs into effective, values-aligned solutions. Specifically, the ideal candidate will bring:

  • Required
    • 7+ years of experience in HR or related fields for organizations of at least 40-50 people
    • 7+ years of supervision experience in any field
    • Experience assessing, building, and executing HR systems across the full employee lifecycle, including identifying gaps and implementing effective, values-aligned processes 
    • Experience translating HR strategy into day-to-day operations, including developing policies, guiding complex employee situations, and driving consistent implementation across teams 
  • Preferred
    • Willingness to learn about organizational insurances and other operational responsibilities
    • Experience improving internal processes and workflows, including identifying inefficiencies and implementing practical, scalable solutions
    • Strong project management skills, with the ability to move initiatives from concept to execution while maintaining clarity, timelines, and accountability
    • Proven ability to work in a fast-paced, people-oriented, and results-driven environment
    • In-depth knowledge of labor law and HR best practices
    • Experience with HRIS, applicant tracking systems (ATS), and other HR platforms 
    • Demonstrated ability to build and effectively manage interpersonal relationships at all levels of the organization
    • Demonstrated attention to detail

Data Organizer

About the Role

The Data Organizer reports directly to the Deputy of Data. And will work directly with staff and members to support the building of multi-racial, multi-issue grassroots political power in our state. Our work is deeply relational at its core. We seek to utilize the most effective technical tools and tactics possible to build our membership base and reach voters in our communities. The Data Organizer’s primary role is to support this continued integration of our data-driven base-building organizing work while improving individual and organizational data maturity.

Key Responsibilities

1. Data Management and Analysis: Ensure clean and reliable data is consistently delivered to stakeholders. This may include:

  • Routinely cleaning data 
  • Creating and documenting data management procedures and ensure that staff and member leaders are following procedures and best practices
  • Maintaining activist codes, survey questions, and other tags
  • Managing, processing, and updating bulk data
  • Collaborating with staff on local and statewide analyses for electoral work
  • Analyzing base building data to deliver timely insights for stakeholders

2. Manage Voter File and Digital Organizing Tools. Support stakeholders in their usage of  voter file and digital organizing tools. This may include:

  • Creating and troubleshooting account access
  • Create data structures within tools (Activist Codes, Tags, Survey Questions, etc.)
  • Cutting turf for volunteer and paid canvasses and/or coordinating and supervising turf cutting by staff or member leaders and volunteers. 
  • Managing and supporting organizational use of digital tools including, but not limited to: Scale to Win, ThruTalk, Spoke, and other contact tools that include building and loading targeted VAN lists as appropriate. 
  • Tracking voter contact and producing daily, weekly and monthly reports as needed


3. Staff and Member Training / Support. Develop and lead data organizing + digital trainings for electoral field staff, base building staff, and for our county-level chapters. This may include:

  • Creating and implementing basic voter file training for staff and member-leaders and supporting our staff to be able to train member-leaders. 
  • Creating and implementing basic digital voter contact trainings for staff and member-leaders (e.g. Hustle, ThruTalk, VPB, EveryAction, MiniVAN, etc.) -- and support our staff to be able to train member-leaders.
  • Identifying and providing ongoing support to one or more data leads among the member leadership of each chapter or affiliate , and organizing these data volunteers into a statewide data team. 
  • Organizing chapter data leads and chapter staff to ensure that our chapters are effectively tracking event attendance, member actions, and recruitment lists in EveryAction.
  • As needed, project managing (i.e. ‘owning’) discrete data projects for the organization that involve multiple staff, such as implementing new data protocols or onboarding new tech tools for use in voter contact. 

4. EveryAction / Membership and Volunteer Management. Administer EveryAction for the Carolina Federation. This may include:

  • Troubleshooting and investigating membership or outreach opt-in inquiries
  • Transitioning new and existing non-EveryAction data collections into EveryAction 
  • Creating and maintaining intake systems for volunteers via EveryAction and Mobilize
  • Supporting our development team in their use of EA to manage donors and fundraising.

Regional Engagement Managers: Forsyth County

About the Role

Carolina Federation is seeking a full-time Regional Engagement Manager in Forsyth county to manage and lead a regional office space and a team of canvassers for our paid canvass program. The temporary role starts in May 2026 through December 2026, with the potential to extend.

The primary responsibility of the Regional Engagement Manager is directly managing and overseeing a regional office space and a team of canvassers. The position will be responsible for:

  • Managing an office that is open 11am-7pm 7 days a week, with at least 5 canvassers
  • Willingness to work flexible and (at times) long hours
  • Identifying, training and developing leaders within your team
  • Contributing to turf management, turf cutting and overseeing turf tracking
  • Overseeing your office’s scheduling and time tracking for an efficient payroll process
  • Flexible problem-solver who takes ownership and makes sure their office runs smoothly
  • Coordinate with field operations management to manage talent pipelines, hiring plans, employee issues

Key Responsibilities

  • At least one cycle working as a manager with VAN in a North Carolina paid political campaign is preferred
  • North Carolina resident, at least 21 years old
  • Familiarity with VAN both as a canvasser and manager is ideal
  • Familiarity with managing voter contact programs and the geography of North Carolina
  • Strong management skills and a core desire to build people up, develop leaders, and life skills
  • Experience in political campaigns
  • A deep working knowledge of the issues facing Americans and North Carolinians in the upcoming election.
  • The ability to speak compellingly about campaign issues and to inspire others.
  • Competence with Google Workspace
  • Excellent communicator
